Sierra Orr

Sierra has led and participated in a wide variety of successful communications and water projects for public agencies throughout California and Oregon. Her expertise includes outreach, crisis communications, media relations, program management, and water use efficiency program design and implementation.
She is passionate about promoting a holistic and sustainable approach to water management. From a career spent in the water industry, Sierra knows that highly customized and skilled strategic communications can make or break a project. She has worked extensively in conservation as well as with advanced metering infrastructure, website redesigns, internal communications, state regulations, water neutrality, water loss, community surveys, policy design, and Urban Water Management Plans. Sierra understands how to identify and share project benefits in creative ways that resonate with a community’s culture and values through all program phases.
Sierra leverages her technical experience and passion to lead a team of communications professionals at WSC who develop communication strategies that drive agency direction and guide complex water initiatives.
I grew up in a low-income, rural area. Initially served by a local spring, my family later relied on hauled water before eventually getting a well. That well meant a reliable supply of water and it was transformative for our family. This experience was pivotal and shaped my appreciation for water early in life.
In high school I was the Communications Officer. I led morning announcements and those for athletic events and assemblies. Looking back years later I realized I had found a way to meld these passions into a career. From crisis situations, to projects, to staff engagement and agency alignment, I genuinely believe that communication is fundamental to all progress. Without it, we have no history, understanding, direction, or fellowship.
I am so lucky to work with a team of professionals who care deeply about our clients and the communities we work in. We put people first and work collaboratively with agencies to engage their leadership, staff, and residents in developing creative solutions.
