WSC developed a comprehensive wastewater collections and treatment plan to improve water quality within the Oak Lodge Water Services jurisdiction over the next 30 years.
Oak Lodge was experiencing several issues and required a comprehensive plan to determine the most cost-effective strategy to deliver on Core Commitments to the community.
The WSC Team developed the following aspects of the plan to provide clarity in the coming years:
- Implementation of an ongoing infiltration and inflow reduction program to systematically prioritize and address collection system repairs. These repairs will also reduce wet weather flows and reduce the risk of overflows into the Willamette River.
- Development of a prioritization framework for use in evaluating competing priorities across the District. This will help the district best use limited funds and provide the greatest possible benefit for stakeholders.
- Evaluation and recommendation of treatment improvements to meet a new Wastewater Pollution Control Facility permit from the Department of Environmental Quality.
- Long-term plans to address anticipated growth within the service area and the potential for future regulatory limitations on the Willamette River
WSC leveraged master planning to gain consensus and support for much-needed investments in the wastewater system. The team then gave incremental presentations to the Oak Lodge Water Services board to communicate and solicit feedback as the plan developed.
WSC completed the work with a “magazine-style” executive summary of the plan to double as a communication and outreach tool to the community in support of rate increases.
